Typically, before and after Chinese New Year, there may be noticeable change in product quality even the same supplier is used. Factory management may not have enough manpower to provide expeditious training or sufficient supervision for workers' awareness of product requirements. For Toys, Giftware and premium products, as well as Garment and Fashion accessories, the imports are seasonal in nature. During peak times, factory might not have adequate capacity to finish all orders on time. As a result, importers could be caught in surprise of what happened to their shipment.
In order to catch shipment dates, quantity and quality are easily the first aspects to be affected. We had experiences that even 2 days before anticipated shipment date for fashion products of gloves and scarves, the raw material are not yet cut up for production. Or for plastic injection toys and gifts, when inspector arrived for Final Random Inspection at factory, empty cartons were found stuffed at the middle of carton storage area, pretending all products are finished.
Sometimes it was discovered that goods shipped were not the ones being inspected. This could happen for standard items, for example, calculators, simple designed toys. As the schedule might be tight, after inspection, factory might replace the passed products to urgent shipments for another important customer first.
